Carbon Tax Clean Energy Advance for FTB Recipients

The first payments for the Carbon Tax Clean Energy Advance for FTB Recipients appears to have been made in May 2012

Being on the base rate of FTB, and with a 16 year old child, our payment was $87.05 to cover the extra costs of the new Carbon Tax, for the next 6 months…  That is $3.35 per week, about the expected increase in Electricity costs caused by the carbon tax.  But nothing more…  It does not appear to cover the 100% of all increases as stated in the government advice.

The official site for this information is: http://www.cleanenergyfuture.gov.au/household-assistancesupporting

One extract from this page is:

Through tax cuts and increases to Government payments, all low income households will be provided assistance that covers at least 100 per cent of their expected average impact of the introduction of the carbon price. Many will be better off.

The overall increase in cost of living for average Australian households due to carbon pricing is expected to be modest – an increase of 0.7 per cent in the consumer price index (CPI) in 2012-13 – that is less than a cent for every dollar spent. On average, food is expected to go up by less than $1 per week, the average household electricity bill is expected to go up by $3.30 per week and the average gas bill is expected to go up by $1.50 per week. Households will not face a carbon price on the fuel they use for transport.

and another one:

Assistance through Pensions, Income Support and Family Payments

Assistance will be provided to people who receive payments such as the Age Pension, Disability Support Pension, Carer Payment, Newstart Allowance and Family Tax Benefit, through increases in these payments.

The introduction of the carbon price is expected to result in a once off increase in prices of 0.7 per cent in 2012-13. In order to ensure low-income households are able to cover their average expected price impact, most government payments will be increased by an amount equivalent to 1.7 per cent of the maximum rate. The base rate of Family Tax Benefit Part A will also be increased by 1.7 per cent.

This assistance will first be delivered to pensioners, allowees, Family Tax Benefit and other eligible recipients through a one-off, tax-exempt, lump sum Clean Energy Advance in May or June 2012. After that, assistance will be paid through a new Clean Energy Supplement at the same time as payments.

The Household Assistance Package

www.humanservices.gov.au/customer/subjects/clean-energy-future?utm_id=12

The Household Assistance Package starts from May 2012 with an initial payment, followed by ongoing assistance added to regular entitlements from March 2013.

Based on the above official information, it seems that the initial payment covers 9 months, and not the six that I thought.

Therefore I am actually only getting $2.23 per week… or is there more to come earlier ?

Education Tax Refund to be Replaced by SchoolKids Bonus

A means-tested SchoolKids Bonus to replace the existing Education Tax Refund has been announced by Prime Minister Julia Gillard as a bonus for one million families with school-aged children.

Parents will receive this bonus for each child in school, where an eligibility for Family Tax Benefits Part A exists.

  • $820 per year for high school students
  • $410 per year for primary school students

The direct cash payments will be paid each 6 months with one full payment being issued in the first year to cover the previous years entitlement.

  • As part of the transition to the new Schoolkids Bonus, the Education Tax Refund for 2011-12 will be paid out in full to all eligible families as a lump sum payment in June.

The payment will replace the Education Tax Refund from 1 January 2013.

QLD Election 2012 Campbell Newman and a Blind Trust

Following the ALP campaign to discredit Campbell Newman over his financial affairs, Mr Newman has promised that if he wins the seat of Ashgrove, he will, within 90 days:

  • Relinquish all interests and positions in private companies and/or transfer those interests to a blind trust.
  • Ensure his self-managed superannuation is invested only in cash or managed index funds
  • Continue to not personally invest in listed company shares.

His wife, Mrs Newman, has also stated:

  • She will also give up all interests and positions in private companies and/or transfer those interests to a blind trust.
  • She will also give up all interests in the family-owned Majella Enterprise Unit Trust, and will not invest in listed companies.
  • She will also not accept any paid public service role while her husband is in office.  (This will no doubt be aimed at the fact that Anna Blighs partner, Greg Withers, was put in charge of a newly created Office of Climate Change in 2007 just one month after Ms Bligh became Premier, on a $220,000-a-year package. This appointment has also just been renewed for a further 5 years, in full knowledge that an LNP victory will see changes to that office and a termination payment will become payable (Ms Bligh’s spokesman said Mr Withers’s contract would yield a standard termination payment of between 15 to 20 per cent of his contract.  http://www.theaustralian.com.au/national-affairs/elections/big-payout-forqueensland-premiers-partner-in-11th-hour-deal/story-fnbsqt8f-1226267174232)

Some people are wondering what a Blind Trust is.

A blind trust is a trust in which the fiduciaries, namely the trustees or those who have been given power of attorney, have full discretion over the assets, and the trust beneficiaries have no knowledge of the holdings of the trust and no right to intervene in their handling.

Blind trusts are generally used when a settlor (sometimes called a trustor or donor) wishes to keep the beneficiary unaware of the specific assets in the trust, such as to avoid conflict of interest between the beneficiary and the investments.

Politicians or others in sensitive positions often place their personal assets (including investment income) into blind trusts, to avoid public scrutiny and accusations of conflicts of interest when they direct government funds to the private sector.

Source: http://en.wikipedia.org/wiki/Blind_trust

Some people have already begun to question this Blind Trust arrangement, however, what is OK for the ALP, should be equally OK for the LNP.

Blind Trusts appear to be in line with ALP policy:

The policy that was put in place under Peter Beattie was that all ministers should divest themselves of shareholdings and directorships of companies, with the exception of investments in blind trusts, that is, where the individual has no investment decisions on the money that they put into that mechanism. www.abc.net.au/worldtoday/content/2008/s2398223.htm

QLD Election 2012 – Jobs for Premiers partners

LNP

Lisa Newman, the wife of the Liberal Party leader (Premier in waiting), Campbell Newman, has stated that she will NOT accept any paid public service role while her husband is in office.

ALP

Anna Blighs partner, Greg Withers, was put in charge of a newly created Office of Climate Change in 2007 just one month after Ms Bligh became Premier, on a $220,000-a-year package.

Then just before the 2012 Election was due to be announced, this appointment was renewed for a further 5 years.
This would have been in full knowledge that an LNP victory will see changes to that office and a termination payment will then become payable.
(Ms Bligh’s spokesman has confirmed Mr Withers’s contract would yield a standard termination payment of between 15 to 20 per cent of his contract.

Queensland State Election Opinion

One subject that I always say to keep clear of is, POLITICS….

But we have an election coming, and every vote does count, contrary to what I have always said in the past.

My own electorate last year came down to a difference of just 34 votes, out of 23,934 votes.  It was a tad embarrassing for me when I had been telling my own daughter that a few votes don’t really matter in the overall scheme of things.

I won’t make that mistake again…

So… who do we vote for?

What is a typical ALP Labor voter ?

Inala and Woodridge residents are by far the most ALP positive voters with 73.4% of their voters believing that the ALP are the best party to provide them with their best future.

In contrast Gympie, Central Queensland, and Warrego, South-Western Queensland, are the highest voting LNP residents with 78.8% voting for the LNP party as their best option for their best future.

The most split voters are in the electorates of Redlands (50.1% LNP) and Chatsworth (50.1% ALP).

What have the ALP done for Queensland in the 14 years since they came into power in 1998 (with 38.86% of the total vote, after the One Nation party split the vote with its own 22.68%) ?

What changes for the better can an LNP government do ?

Should we just follow the advice of “We need a change after so many years of one Party in Government”.  It worked when the ALP defeated the Liberals in Federal politics.

Do we believe in what Anna Bligh has done since she was elected as Premier in 2009.

Can we believe what “Can Do” Campbell can do ?
