Is the Permanent, or the Temporary visa counted in the Migration Program outcomes?
This has been a puzzling question for some time.
The Australian Migration Program talks about the total permanent Migration Program outcome for each year.
An example of this is the wording “The total permanent Migration Program outcome for 2019–20 was 140,366 places“ in the 2019 – 20 Migration Program Report [PDF] at page 9.
That clearly states permanent.
However, when looking at the numbers of Permanent Partner visa grants each year, the numbers get confusing. The reason is that they use they numbers of Temporary or Provisional partner visa instead. ie: The subclass 309 and 820.
This wording “Where a visa has a permanent residence pathway, eg from a provisional or ‘first stage’ visa to a permanent or ‘second stage’ visa, the applicant is counted to the Migration Program at grant of the provisional visa.” is also stated at 2019 – 20 Migration Program Report [PDF] on Page 6.
For a Partner Visa, this means that the subclass 309 and 820 grants are the numbers counted, not the subclass 100 or 801.
However, it also states that When a Partner visa applicant does not progress to the second stage (permanent) visa, a place is returned to the program.
Therefore, each grant of a subclass 309 or 820 counts toward the Migration Program outcome and is a place delivered against the ceiling of Permanent Migration Program places for the year.
The numbers of Permanent Partner visas, subclasses 100 and 801, appear therefore to be irrelevant.
Page 50 of the 2019 – 20 Migration Program Report [PDF] states that there were 37,118 partner visa granted in the year.
That number is closer to the sum of 309s and 820s (a total of 38,022) that were actually granted in the year, than to the sum of Permanent visas, 100s and 801s, (a total of 65,560) that were granted.
Partner Visas granted in 2019-20
There were 65,560 Total Permanent Partner visas granted in 2019-20:
- 22,054 subclass 100 Permanent Partner visas.
- 43,506 subclass 801 Permanent Partner visas.
There were 38,022 Total Temporary/Provisional visas granted in 2019-20:
- 11,702 subclass 309 Partner visas.
- 26,320 subclass 820 Partner visas.

Family Visa Pipelines
The pipeline at 30 June 2020 was 213,805 first stage applications, an increase of 4.7 per cent compared to the pipeline of 204,137 first stage applications as at 30 June 2019.
The Partner category accounted for 45.1 per cent of the Family stream pipeline. Contributory Parent and Non-Contributory Parent categories accounted for 27.3 per cent and 23.5 per cent of the total Family stream pipeline.
45.1% of 213,805 is 96,426 (Partner visas: subclass 309 and 820)
27.3% of 213,805 is 58,368 (Contributory Parent)
23.5% of 213,805 is 50,244 (Non-Contributory Parent)
