The answer that I have seen so many times is: NO.
It appears this is a popular visa for people to get, when they wish to marry an Australian and then apply for residency onshore, instead of applying offshore (in their home country).
Applying for a partner visa ONSHORE means they can stay in Australia legally while waiting the long period of the partner visa application. (Around 12 months in many cases).
