Non-migrating members of the family unit

On the applicant’s page 11 it asks the following:

Non-migrating members of the family unit:
Does the applicant have any members of their family unit not travelling to Australia who are not Australian citizens or Australian permanent residents?

What do they mean with family unit? Is it me, the wife and his son only or does it include his parents and siblings as well?
