Partner Visa Grant Statistics to 2019-2020

The Real Partner Visa Grant Statistics.

Official Statistics quote that there were 37,118 partner visas issued in 2019-20.

The partner visa outcome, which includes subclass 300 PMV (prospective spouses), in 2019-20 fell to 37,118 from 39,918 in 2018-19.

Other statistics show that over 100,000 partners visas were issued in 2019-20.

To work out the reason for the difference, I will be looking at the 2019-20 year to begin with…

What does that 37,118 partner visa outcomes actually mean?

If we look at a Department of Home Affairs Freedom of Information release (FA 200800712), we see the following for the 2019-20 year:

  • 22,054 visas granted for the 100 Partner visa.
  • 1,667 visas granted for the 300 Prospective Marriage visa.
  • 11,702 visas granted for the 309 Partner (Provisional) visa.
  • 43,506 visas granted for the 801 Partner visa.
  • 26,320 visas granted for the 820 Partner visa.
  • 105,249 visas granted for all five of these visas in just the 2019/20 year.

Partner Visa GrantsIgnore the grand totals above as that includes subclass 600 visitor visas.

That same FoI request also showed the Refusals…

  • 2,257 applications refused for the 100 Partner visa.
  • 586 applications refused for the 300 Prospective Marriage visa.
  • 1,489 applications refused for the 309 Partner (Provisional) visa.
  • 1,969 applications refused for the 801 Partner visa.
  • 1,387 applications refused for the 820 Partner visa.
  • 5,431 applications refused for all five of these visas.

and the Withdrawals…

  • 852 applications withdrawn for the 100 Partner visa.
  • 511 applications withdrawn for the 300 Prospective Marriage visa.
  • 549 applications withdrawn for the 309 Partner (Provisional) visa.
  • 1,583 applications withdrawn for the 801 Partner visa.
  • 935 applications withdrawn for the 820 Partner visa.
  • 3,578 applications withdrawn for all five of these visas.

This shows the following total “outcomes”; Grants, Refusals and Withdrawals for the year as:

  • 25,163 Visa outcomes for the 100 Partner visa.
  • 2,764 Visa outcomes for the 300 Prospective Marriage visa.
  • 13,740 Visa outcomes for the 309 Partner (Provisional) visa.
  • 47,058 Visa outcomes for the 801 Partner visa.
  • 28,642 Visa outcomes for the 820 Partner visa.
  • 114,258 Visa outcomes for all five of these visas.

Another Department of Home Affairs Freedom of Information (FA-20070092) shows the Partner Visa Grants in 2019-20 by month.

A quick very rough calculation, from about 8,000 grants each month for 12 months, is 96,000 grants in 2019-20.

This is well above the 37,118 partner visas issued in 2019-20. (That is 3,093 per month)

Confused??

Now to look at another year, just in case of an odd error.

2018-19 Partner Visa Grants

The normal quoted figures showed 39,918 partner visa outcomes in 2018-19.

From figures obtained for this page: Subclass 309 Visa Grant and Refusal Figures 2014-2019, dated 19/10/2019, it shows that 18,390 Subclass 309’s were finalised during 2018-19, with 15,991 being granted.

Add the above to the subclass 820 figures from: Subclass 820 Visa Grant and Refusal Figures 2014-2019, with 29,425 Subclass 820’s were finalised during 2018-19 with 26,475 Subclass 820’s being granted.

We are now at 47,865 visa finalisations  (18,390 + 29,475), from just TWO of the FIVE visa subclasses.

Could these figures of 37,118 for 2019-20 and 39,918 in 2018-19, just relate to Permanent Visa Grants?

The above seems to feel it includes subclass 300 Prospective Marriage Visas, which are not Permanent Visas.

But, lets see.

The 100 and 801 subclasses are the TWO Permanent Partner Visas from this visa group of five subclasses.

subclass 100 Visa Grant Numbers 2019-2020 shows:

  • During the 2018-19 year, 26,705 Subclass 100 visas ( 88 %) were granted, from the 30,367 finalised.
  • During the 2019-20 year, 22,054 Subclass 100 visas ( 88 %) were granted, from the 25,163 finalised.

subclass 801 Visa Grant Numbers 2019-2020 shows:

  • During the 2018-19 year, 26,312 Subclass 801 visas ( 86 %) were granted, from the 30,583 finalised.
  • During the 2019-20 year, 43,506 Subclass 801 visas ( 93 %) were granted, from the 47,058 finalised.

These two sets of figures total:

  • 2018-19: 53,017 subclass 100s and 801s were granted from the 60,950 finalised.
  • 2019-20: 65,560 subclass 100s and 801s were granted from the 72,221 finalised.

I am still a bit lost on where those 37,118 and 39,918 figures come from.

Could it be just the Temporary visas counted.

Could it just be the subclasses 300, 309 and 820 that are counted?

subclass 300 Visa Grant Numbers 2019-2020

  • During the 2018-19 year, 2,587 Subclass 300 visas ( 68 %) were granted, from the 3,802 finalised.
  • During the 2019-20 year, 1,667 Subclass 300 visas ( 60 %) were granted, from the 2,764 finalised.

subclass 309 Visa Grant Numbers 2019-2020

  • During the 2018-19 year, 15,991 Subclass 309 visas ( 87 %) were granted, from the 18,390 finalised.
  • During the 2019-20 year, 11,702 Subclass 309 visas ( 85 %) were granted, from the 13,740 finalised

subclass 820 Visa Grant Numbers 2019-2020

  • During the 2018-19 year, 26,475 Subclass 820 visas ( 90 %) were granted, from the 29,425 finalised.
  • During the 2019-20 year, 26,320 Subclass 820 visas ( 92 %) were granted, from the 28,642 finalised.

These three sets of figures total:

  • 2018-19: 45,053 subclass 300s 309s and 100s were granted from the 51,617 finalised.
  • 2019-20: 39,689 subclass 300s 309s and 100s were granted from the 45,146 finalised.

This is closer to the 39,918 in 2018-19 and 37,118 in 2019-20.

If we look at only the 309 and 820 we get:

  • 2018-19: 42,466 subclass 309s and 820s were granted from the 47,815 finalised.
  • 2019-20: 38,022 subclass 309s and 820s were granted from the 42,382 finalised.

The 2019-20 figure of 38,022 is much closer to the 37,118 figure, but the 2018-19 is still over 2,000 out.

Another Calculation on Visa Grants and Visas in the Pipeline.

Looking at the figures in the above image from the Department of Home Affairs:
Start with 78,742 applications on hand 30/6/18
Add another 61,884 applications lodged 2018/19
Remove 39,918 application outcomes 2018/19
You have left 100,708 . The above chart says 89,648.

Start with 100,708 applications on hand 30/6/19
Add another 52,479 applications lodged in 2019/20
Remove 37,118 application outcomes in 2019/20
You have left 116,069 . The above chart says 93,361.

A difference of 19,708 missing applications in two years.

Is the figure of Outcomes only the grants, and that 19,708 are the number either refused or withdrawn?

That would be 77,036 grants and 19,708 (20%) refused or withdrawn.
