Subclass 491 Skilled Work Regional (Provisional) visa.
The Subclass 491 visa supersedes the Subclass 489 visa.
This visa comes into effect from 16 November 2019.
The Subclass 491 Skilled Work Regional (Provisional) visa, is a new and enhanced points-tested visa to assist regional Australia, for applicants nominated by a state or territory government agency or sponsored by an eligible family member residing in a designated regional area.
A 491 visa holder will not be able to apply for any other skilled PR or 820 partner visa for 3 years.
The 491 visa might be able to be used as an eventual route to the Subclass 191 (Permanent Residence (Skilled Regional) visa)
Subclass 491 Visa Fees.
At July 2019 the 491 visa fees are indicated as: $4,045 main applicant, $2,025 spouse, $1,010 for each child.
Subclass 491 Visa Points.
At July 2019, the final total points requirements for his visa have not been announced.

- 15 points for nomination by a State or Territory government agency or sponsorship by a family member residing in regional Australia, to live and work in regional Australia;
- 10 points for a skilled spouse or de facto partner;
- 10 points for certain Science, Technology, Engineering and Mathematics (STEM) qualifications;
- 5 points for a spouse or de facto partner with ‘competent English’;
- 10 points for applicants without a spouse or de facto partner
Subclass 491 Visa Income Requirements.
At July 2019, the final income requirements for his visa have not been announced, but visa holders will need to earn that minimum income for three years.

Legislation introduces the Subclass 491 Skilled Work Regional (Provisional) visa (Subclass 491), a new and enhanced points-tested visa to assist regional Australia, for applicants nominated by a state or territory government agency or sponsored by an eligible family member residing in a designated regional area; and closes the Subclass 489 (Skilled – Regional (Provisional)) visa (Subclass 489) to primary applicants seeking to satisfy the criteria for the grant of a Subclass 489 visa in the First Provisional Visa stream. Subclass 489 is superseded by Subclass 491.
